# Mueller Report > [!abstract] 🏛️ Official government report > **Issued by:** Special Counsel [[Robert Mueller]], [[Department of Justice]] · **Legal basis:** 28 C.F.R. § 600.8(c), the confidential report a special counsel owes the Attorney General · **Submitted:** March 22, 2019 · **Made public (redacted):** April 18, 2019 *Report on the Investigation into Russian Interference in the 2016 Presidential Election* — 448 pages in two volumes, the written product of the [[Mueller Investigation]]. This page is about the document: what it says and how it is built. For the investigation itself see [[Mueller Investigation]]; for the four weeks in which [[William Barr]]'s summary letter framed the report before anyone could read it, see [[Mueller Report Release]]. ## Structure **Volume I — Russian interference and the Trump campaign.** It opens with the finding the rest of the volume documents: "The Russian government interfered in the 2016 presidential election in sweeping and systematic fashion," through the [[Internet Research Agency]]'s social-media operation and the [[GRU]]'s hack-and-leak campaign. On the campaign, its conclusion is narrow and legal: "the investigation did not establish that members of the Trump Campaign conspired or coordinated with the Russian government." The volume explains that this is a statement about what could be proved to a criminal standard, not a finding that no contacts occurred — it catalogs many. **Volume II — Obstruction of justice.** It sets out ten episodes of possible obstruction by the president. Because [[Office of Legal Counsel]] policy holds that a sitting president cannot be indicted, Mueller declined to reach a prosecutorial judgment either way, and wrote: "while this report does not conclude that the President committed a crime, it also does not exonerate him." The public version was redacted in four categories: grand-jury material, harm to ongoing matters, personal privacy, and investigative techniques. ## How it is cited The report is the most misquoted official document in the vault. "No collusion" is not a finding of the report; it was Trump's slogan, which Barr repeated at his April 18 press conference. Barr's March 24 letter had already quoted the Volume I conclusion and characterized Volume II weeks before anyone could read the text. Read the report's own language — "did not establish," "does not exonerate" — against the summary, and the gap between them is the story of [[Mueller Report Release]]. ## See Also - [[Mueller Investigation]] — the investigation that produced it - [[Mueller Report Release]] — the Barr letter and the release fight - [[Special Counsel]] — the regulation it was written under, and the roster of every special-counsel report - [[Durham Report]] — the counter-investigation's report - [[Reports Hub]] — official and non-governmental reports in the vault
