# Reports Hub Index for `Works/Reports/`. The vault keeps reports in **two classes**, and the difference matters every time one is cited as evidence. > [!abstract] ๐Ÿ›๏ธ Official reports โ€” `Works/Reports/Government/` > Issued by a government or intergovernmental body **acting under legal authority**: a statute, a regulation, or a formal mandate. They have a named issuing office, a legal basis, and often legal consequences โ€” a referral to Congress, a charging decision, a sanctions designation. Every page carries `report_class: official` and opens with a ๐Ÿ›๏ธ box stating who issued it, under what authority, and when. > > **Official does not mean correct.** It means accountable: someone with public authority signed it, and the record of how it was produced, released, redacted or suppressed is part of the story. > [!note] ๐Ÿ“„ Non-governmental reports โ€” `Works/Reports/` > Produced by NGOs, journalists, researchers or political operatives, with **no official standing**. Some are excellent evidence; some are opposition research. Every page carries `report_class: non-governmental` and opens with a ๐Ÿ“„ box naming who produced it. ## ๐Ÿ›๏ธ Official reports ### Special counsel and independent counsel reports | Report | Issued by | Legal basis | Made public | |---|---|---|---| | [[Starr Report]] | Independent Counsel [[Ken Starr]] | 28 U.S.C. ยง 595(c) โ€” the expired [[Independent Counsel]] statute | Sept. 11, 1998 | | [[Mueller Report]] | Special Counsel [[Robert Mueller]] | 28 C.F.R. ยง 600.8(c) | Apr. 18, 2019 (redacted) | | [[Durham Report]] | Special Counsel [[John Durham]] | 28 C.F.R. ยง 600.8(c) | May 15, 2023 | | [[Hur Report]] | Special Counsel [[Robert Hur]] | 28 C.F.R. ยง 600.8(c) | Feb. 8, 2024 | | [[Weiss Report]] | Special Counsel [[David Weiss]] | 28 C.F.R. ยง 600.8(c) | Jan. 13, 2025 | | [[Jack Smith Report]] | Special Counsel [[Jack Smith]] | 28 C.F.R. ยง 600.8(c) | Vol. I Jan. 14, 2025; Vol. II never released | When the release itself became the story, it has its own event page: [[Mueller Report Release]] (the Barr letter) and [[Jack Smith Report Volume II]] (the suppression). The regulation and the full roster are on [[Special Counsel]]. ### Inspector general reports | Report | Issued by | Made public | |---|---|---| | [[Horowitz FISA Report]] | DOJ Inspector General [[Michael Horowitz]] | Dec. 9, 2019 | ### Audit and intergovernmental reports | Report | Issued by | Made public | |---|---|---| | [[GAO Conflict Minerals Report 2024]] | [[Government Accountability Office]] | Oct. 7, 2024 | | [[Fowler Report]] | Panel of experts reporting to the [[UN Security Council]] | Mar. 10, 2000 | ## ๐Ÿ“„ Non-governmental reports | Report | Produced by | Kind | |---|---|---| | [[Steele Dossier]] | [[Christopher Steele]], commissioned through [[Fusion GPS]] | Opposition research | | [[RNC Autopsy]] | [[Republican National Committee]] | Party post-election review (2013) | | [[A Rough Trade]] | [[Global Witness]] | NGO investigation | | [[The ITSCI Laundromat]] | [[Global Witness]] | NGO investigation | | [[The Heart of the Matter]] | Partnership Africa Canada | NGO investigation | ## Patterns **The summary beats the document.** The official reports in the Trump-era cluster share a release problem: the public meets them through someone else's characterization first. Barr's letter on the [[Mueller Report]], the buried lede of the [[Durham Report]], the "elderly man" line of the [[Hur Report]], the suppressed second volume of the [[Jack Smith Report]]. When citing one, quote the report, not the coverage. **The private report and the official reports that judged it.** The [[Steele Dossier]] is the one non-governmental report that two official ones โ€” the [[Horowitz FISA Report]] and the [[Durham Report]] โ€” exist largely to assess. It is the clearest case in the vault of why the two classes are kept apart. **The certification paradox.** Four of the conflict-minerals reports document one arc: a certification scheme is created, becomes the industry's proof of cleanliness, and is then shown to certify the thing it was built to stop (see [[Conflict Minerals]]). ## Neighbours - [[Special Counsel]] ยท [[Independent Counsel]] ยท [[Inspectors General]] - [[Academic Papers Hub]] โ€” peer-reviewed rather than investigative - [[Books Hub]] โ€” book-length investigations - [[Works Hub]] โ€” the master index
