# Surveillance Lexicon
Cross-cutting navigation layer that aggregates every surveillance-related term in the vault — drawn from `/Terminology/Technology/`, `/Companies/`, `/Concepts/`, `/Policy/`, and adjacent folders. The modern surveillance apparatus operates through a vocabulary that spans biometrics, signals intelligence, data brokerage, and predictive policing. This lexicon collects that vocabulary and organizes it by function, connecting the technical capabilities to the companies that deploy them and the legal frameworks that enable or constrain them.
## Identification and biometrics
Technologies that answer the question "who is this person?"
- [[Facial Recognition]] — algorithmic identification from facial features; deployed by [[Clearview AI]] (FBI/ICE, Thiel-backed), police departments, and border agencies. The term that bridges consumer convenience (phone unlock) and state surveillance (protest identification)
- [[Shadow Profiles]] — data records assembled about individuals who have not consented to or are unaware of the data collection; built by platforms and data brokers from contact lists, browsing patterns, and third-party data
- [[RFID]] — Radio-Frequency Identification; passive tracking via embedded chips in documents, products, and access cards
## Network and signal exploitation
Technologies and techniques for intercepting or monitoring communications and network activity.
- [[Watering Hole]] — cyberattack technique that compromises a website frequented by targets, infecting visitors; used by state actors against journalists, activists, and diaspora communities
- [[5G]] — the connectivity infrastructure that enables both faster communication and more granular location tracking
- [[Internet of Things]] — networked devices that generate continuous data streams; expands the surveillance surface from phones and computers to homes, vehicles, and bodies
- [[GPS]] — satellite positioning; the foundation of both navigation and location surveillance
## Physical surveillance infrastructure
Hardware deployed in public and border spaces.
- [[Flock Safety]] — ALPR (automated license plate recognition) surveillance deployed across 6,000+ U.S. municipalities; the largest domestic surveillance camera network
- [[Airship AI]] — AI video and sensor analytics for border surveillance; DHS/CBP "Smart Wall" contractor
- [[Anduril Sentry Tower]] — autonomous border surveillance towers; 585+ deployed along the U.S.-Mexico border
- [[Clearview AI]] — facial recognition database scraped from public internet; FBI, ICE, and police use; [[Peter Thiel]]-backed
- [[Boston Dynamics]] — quadruped robots used by 60+ police units; originated from DARPA
- [[Ghost Robotics]] — armed robot dogs with weapons integration; IDF deployment in Gaza
## Data integration and analytics
Platforms that combine data sources into actionable intelligence — the layer that turns raw surveillance into state power.
- [[Palantir ICE Systems]] — FALCON, ICM, and ImmigrationOS: the data integration layer that powers U.S. immigration enforcement and deportation operations
- [[Palantir Gotham]] — intelligence and military operations platform; CIA-origin; the original government surveillance data platform
- [[Palantir Foundry]] — government data integration across 590+ customers; the commercial face of the same capability
## Legal and policy framework
The legal instruments that authorize, constrain, or challenge surveillance.
- [[FISA Section 702]] — the legal authority for warrantless surveillance of non-U.S. persons' communications; renewed 2026 amid controversy over "backdoor searches" of American data
- [[FISA Court]] — the secret court that approves surveillance warrants; structurally unable to provide adversarial review
- [[Digital Rights Management]] — technology that controls what users can do with content they've purchased; a form of corporate surveillance of user behavior
## Concepts and critiques
Analytical frameworks for understanding surveillance systems.
- [[Dual-Use AI]] — commercial AI repurposed for military and surveillance applications; the conceptual bridge between consumer products and state power
- [[DOGE-Palantir Nexus]] — private-sector control of government data; the consolidation of surveillance infrastructure under political control

*Merged 2026-08-31 from a parallel `Concepts/Surveillance Lexicon.md` page. The sections above organize the surveillance vocabulary **by function**; the A–Z below is the same vocabulary **alphabetically**, with definitions. Two views of one list — use the functional grouping to reason about how the pieces fit, the alphabetical one to look up a term you met in the wild.*
## Why two views?
The framework views at [[Surveillance Capitalism]] (the broader economic-structural Concept) and [[Surveillance State]] (the broader state-infrastructure Concept) organize material by *broader analytical category* — useful when reasoning about surveillance comparatively or theoretically. The lexicon view sorts alphabetically — useful when you encounter a term in the wild and need a definition fast, and useful for pattern-spotting across the different sub-vocabularies (the surveillance-tech cluster, the data-extraction cluster, the cyber-tradecraft cluster).
## A — Z
### Facial Recognition
[[Facial Recognition]] — Biometric-identification technology designating automated computer-vision systems that compare facial-image features against reference-database images to produce identity-match assessments. Operates at substantial-scale (billions of facial images in commercial databases, hundreds of millions in government databases) with substantial-documented racial-bias-and-accuracy-disparity. Robert Williams (2020) the canonical wrongful-arrest case. Documentary case of [[Surveillance State]] / [[Surveillance Capitalism]] infrastructure fusion (Clearview AI being the canonical case).
### Shadow Profiles
[[Shadow Profiles]] — Data-extraction practice designating construction of personal-data profiles for individuals who are *not* registered users of a platform, through aggregation of registered-user contacts' data plus web-tracking, public-records, and data-broker sources. Substantially-popularized through 2011-2018 reporting on Facebook's data-practices; Zuckerberg April 2018 Congressional testimony substantially-failed to fully-disclose the practice. Principal documentary case of non-consent-based surveillance-capitalism data-extraction.
### Watering Hole
[[Watering Hole]] — Cybersecurity-attack-vector designation for cyber-intrusion attacks in which the attacker compromises a website or online resource that members of a target organization or community regularly visit, delivering malicious payloads to those visitors. Trajectory from intelligence-community-internal tradecraft to mainstream cybersecurity-industry vocabulary. Operation Aurora (2009-2010), [[Council on Foreign Relations]] website (December 2012), Hong Kong protest websites (2019-2020) the principal documented case-events.
