# Weather Modification
The real thing: deliberate, small-scale intervention in weather processes — overwhelmingly **cloud seeding**, dispersing silver iodide or similar nuclei into existing clouds to nudge precipitation. Developed at GE in 1946 (Vincent Schaefer/Bernard Vonnegut), attempted against hurricanes in **Project Stormfury** (1962–83, abandoned as ineffective), used militarily in Vietnam (**Operation Popeye**, exposed 1971 — leading to the 1977 **ENMOD treaty** banning hostile environmental modification), and practiced today by roughly ten U.S. states under public registries (federal reporting required since 1972; Texas has run drought-relief seeding programs since the 1960s). Its honest effect size is marginal — single-digit-percent precipitation changes in favorable conditions. It cannot create, steer, or meaningfully intensify storms; the energy budgets are off by many orders of magnitude.
## The conspiracy usage
In the loaded usage, "weather modification" asserts that governments or shadowy actors **already control the weather as a weapon** — the claim structure underlying [[Chemtrails]] and [[HAARP]]. The two meanings collapsed into each other in right-wing discourse across 2024–25: [[Marjorie Taylor Greene]]'s "they can control the weather" posts during [[Hurricane Helene]]; Florida's 2025 chemtrails-inspired statute criminalizing "weather modification" (the first conspiracy theory translated into state law); the blaming of the cloud-seeding startup Rainmaker for the [[2025 Texas Hill Country Flood]] and Greene's follow-on bill to make weather modification a **federal felony**; and the EPA's unusual 2025 decision to publish official pages addressing contrail and geoengineering claims. The rhetorical move in each case is the same bait-and-switch documented on the [[HAARP]] page: cite the real, modest practice (cloud seeding exists, patents exist) as proof of the imagined, omnipotent one (hurricanes as weapons).
## Why the distinction matters for the KB
Legislation drafted in the conspiracy register ("ban weather modification") in practice criminalizes the real, marginal technology while validating the imagined one — institutionalizing the conspiracy frame in statute. Watch for the term in bill text, disaster discourse spikes, and MAHA-adjacent geoengineering panic.
