# Moving the Goalposts
The rhetorical maneuver in which a speaker, on having their criterion for accepting a claim met by the opposing side, raises the criterion — demanding additional evidence or a higher standard — so that the original argument can continue indefinitely without resolution. The sports-metaphor names the move literally: imagine an argument as a soccer game; the opposing team scores; you respond by moving the goalposts farther back and declaring that the goal-line has changed and the previous score doesn't count. The maneuver is one of the load-bearing patterns of bad-faith argument; it allows the deployer to refuse engagement with evidence while maintaining the appearance of intellectual openness to evidence.
## The structural logic
A goalpost-shift typically has four components:
1. **An initial demand** — the deployer states a specific criterion for accepting a claim: *show me X, then I'll believe Y*
2. **Evidence meeting the demand** — the opposing side produces X
3. **Goalpost shift** — the deployer raises the criterion: *X isn't enough; show me X+Y; or show me X without Z complications; or show me a different X*
4. **Process repetition** — when the new criterion is met, the cycle repeats with a further-raised criterion; the argument never resolves because the criterion is *itself the variable* the deployer adjusts to preserve their position
The structural feature distinguishing this from legitimate criterion-revision: in legitimate inquiry, the criterion-revision is *justified* by some discovery (new evidence, new methodological consideration) and applies *symmetrically* to all positions. In goalpost-shifting, the criterion-revision is timed precisely to the moment the prior criterion was met, applied asymmetrically against only the opposing position, and is unaccompanied by any acknowledgment that the prior criterion was met.
## The climate-denial canonical case
The most-thoroughly-documented sustained-deployment case is climate-denial discourse over the last forty years. The goalpost has shifted through approximately the following sequence:
1. **1980s** — *Is the climate actually changing?* Evidence: yes, demonstrably, across multiple measurement systems
2. **1990s** — *OK, the climate is changing, but is it humans causing it?* Evidence: yes, the isotope-signature, the rate-of-change, the model-attribution work all converge on anthropogenic
3. **2000s** — *OK, humans are causing it, but is it actually bad?* Evidence: yes, on virtually every dimension — ice-melt, sea-level, ocean-acidification, ecosystem-disruption, extreme-weather
4. **2010s** — *OK, it's bad, but can we even do anything about it?* / *Wouldn't doing anything cost too much?* / *Won't China just keep emitting anyway?* Evidence: technologies exist, costs are competitive, China is now the largest renewable-energy producer
5. **2020s** — *OK, but climate-action is just a power grab by globalists* / *the cost of action is worse than the cost of inaction* / *adaptation is cheaper than mitigation* — a goalpost-shift away from empirical-evidence onto political-economy framing
Each successive shift represents a goalpost-move: the prior criterion was substantially met by accumulating evidence, so the criterion was changed. [[Naomi Oreskes]] and Erik Conway's *[[Merchants of Doubt]]* (2010) documents the sustained-coordination of this goalpost-shifting project across decades.
## The election-denialism contemporary case
The post-November 2020 [[Election Denialism]] discourse has exhibited the same pattern at an accelerated timeline:
1. **November 2020** — *Massive fraud occurred*. Demand: produce evidence of fraud sufficient to change the outcome
2. **December 2020** — Multiple Republican-led recounts in contested states confirmed Biden margins; over 60 lawsuits dismissed; Trump's own DOJ and CISA stated no fraud sufficient to change outcomes. Goalpost shift: *But Dominion Voting Systems was the real fraud mechanism*
3. **January 2021** — Dominion product-audits in multiple states found no compromise; sworn deposition testimony from voting-machine officials. Goalpost shift: *But chain-of-custody of mail-in ballots was the real issue*
4. **2021–2022** — Chain-of-custody documentation was reviewed in audits in Arizona, Wisconsin, Pennsylvania, Michigan; no evidence of compromise. Goalpost shift: *But voter-rolls included ineligible voters*
5. **2022–2023** — Voter-roll audits conducted; cases of confirmed ineligible-voting in numbers vastly below any margin. Goalpost shift: *But the systemic problem was algorithmic manipulation of voting-machine software*
6. **2023–2024** — *[[2000 Mules]]* documentary substantially debunked; [[Heritage Foundation]] election-fraud database shows historical fraud rates below any threshold that would change outcomes. Goalpost shift: *But the broader issue is the integrity of mail-in voting in general*
The pattern across the post-2020 cycle has been consistent: as each specific claim was substantially refuted, the criterion for accepting the underlying assertion (*the election was stolen*) was shifted to a new specific claim, allowing the underlying assertion to persist regardless of evidence at the specific-claim level.
## The vaccine-skepticism contemporary case
A parallel goalpost-shift sequence in vaccine-skepticism discourse over the COVID-19 period:
1. **2020** — *The vaccines were rushed; we don't have safety data*. Evidence: substantial safety trials before authorization
2. **2021** — *OK, but we don't have long-term data*. Evidence: short-and-medium-term data accumulated through 2021
3. **2021–2022** — *OK, but breakthrough infections show they don't work*. Evidence: differential severity outcomes for vaccinated vs. unvaccinated
4. **2022–2023** — *OK, but there are sudden-death cases attributed to vaccines*. Evidence: VAERS-database misinterpretation; specific cases substantially debunked
5. **2023–2024** — *OK, but the FDA / CDC are corrupt and you can't trust the official data*. Evidence: independent academic research consistent with FDA/CDC findings
6. **2024–** — Goalpost-shift into the broader *the entire public-health infrastructure is compromised by pharma capture* framing
Each successive shift represents the same structural pattern: as specific evidence accumulated against the prior version of the skepticism claim, the claim was reformulated rather than abandoned.
## The cousin moves
Goalpost-shifting overlaps with several related rhetorical maneuvers:
- **[[Cherry-Picking]]** — selecting only confirming evidence (different mechanism, similar effect of maintaining position regardless of evidence)
- **[[Just Asking Questions]]** — interrogative-form claim-advancing (different mechanism, similar effect of maintaining plausible deniability)
- **No True Scotsman fallacy** — when challenged with a counter-example, re-define the category to exclude the counter-example (close cousin; goalpost-shift is the broader category)
- **Burden-shifting** — demand the opposing side prove the negation rather than producing evidence for one's own position (different mechanism, often combined with goalpost-shift)
- **Whataboutism** — change topic to a different alleged wrongdoing rather than engaging with the current evidence (different mechanism, often combined)
- **The Gish Gallop** — overwhelm the opposing side with so many claims that responding to all is impossible; goalpost-shifting at the level of *number of claims* rather than at the level of *criterion for accepting a single claim*
## Detection and response
The detection of goalpost-shifting requires recording the sequence of stated-criteria over time; in real-time debate the maneuver is often missed by audiences because each individual criterion sounds reasonable in isolation.
Working response strategies:
1. **Explicit citation of the prior criterion** — *Last month you said X would convince you; X has now been demonstrated; you're now asking for Y; this is goalpost-shifting and I'm naming it as such*
2. **Pre-commitment** — *Before we discuss the evidence, can we agree what evidence would be sufficient?* — and refusing to engage on terrain where pre-commitment is refused
3. **The *finite-list* tactic** — *Tell me all of your concerns now, and let's address them in order*; refuses the unbounded-future-criterion structure
4. **Public-record approach** — for sustained-deployment contexts (climate denial, election denial), maintain published records of the criterion-sequence; researchers and journalists can document the pattern over time
