# Mark Carney — "America has changed"
> [!quote] "We have recognized from the beginning that America has changed, and that we will not return to our old relationship."
> — [[Mark Carney]], statement on Canada–U.S. trade negotiations, **21 August 2026**
In the same statement he said Canada "has what the world wants" and that it "will not allow any nation to determine our future," and characterized late American changes to the proposed terms as **"unfair, uneconomic, and called into question the reliability of any deal."**
## Context
This is the statement announcing the **collapse of the trade talks** — the same day negotiations ended, and the day before the Section 338 tariffs took effect and Canada announced its counter-package. See [[USMCA]] for the full sequence.
The following day he used sharper language: *"You're at war when you get attacked. We got attacked."* That line got the coverage. **This one is the more consequential of the two.**
## Why This Matters
**"We will not return to our old relationship" is a statement about the future, not the present, and that is what makes it costly.** A tariff is reversible. A conclusion about a counterparty's reliability is not — it is a permanent input into every subsequent decision about supply chains, procurement, defense purchases, and diplomatic alignment.
The vault's finding across the Canada material is that **coercion consumes the trust it depends on**. This sentence is that consumption stated explicitly by the person doing the recalculating. Carney is not threatening retaliation here; he is reporting that a judgment has already been made and will not be revisited when the tariffs lift.
Note the word "reliability." It recurs in the [[North Korea]] material, where allied capitals drew the same inference from reduced joint exercises with [[South Korea]]. **Two theaters, opposite instruments — pressure on a partner, concessions to an adversary — and the same conclusion about what an American commitment is worth.** That convergence is the structural finding, and this quote is its clearest single expression.
## Verification
Verbatim from the Prime Minister's Office statement of 21 August 2026 (primary source linked above), corroborated by NBC News and The Hill.
> [!note] Do not confuse with the 2025 line
> Carney said the old relationship "is over" in **April 2025**, shortly after taking office. This is a **separate, later statement** made at the collapse of the 2026 negotiations. Several secondary sources conflate the two.
