# Whistleblower Protection Enhancement Act of 2012
The **Whistleblower Protection Enhancement Act of 2012** (Pub. L. 112-199) amended the [[Whistleblower Protection Act of 1989]] to close the judicial narrowings that had accumulated since 1989. It clarified that a disclosure is protected regardless of whether it was made to a supervisor, concerned policy the discloser disagreed with, or repeated information already known; extended coverage to Transportation Security Administration screeners; barred nondisclosure agreements that fail to preserve 5 U.S.C. § 7211 and the whistleblower statutes; and created a temporary window of **all-circuit review** of MSPB whistleblower decisions.
That window was made **permanent** by the All Circuit Review Act of 2018 (Pub. L. 115-195), which struck the five-year sunset from 5 U.S.C. § 7703(b)(1)(B). A federal whistleblower is no longer confined to the Federal Circuit.
This is a stub — expand with the section-by-section amendments, the Whistleblower Protection Ombudsman provision, and what the Act pointedly did **not** reach: the intelligence community and the FBI.
