# Public Law 94-171 The 1975 statute that added subsection (c) to 13 U.S.C. § 141 and created the **census product every legislative map in the country is drawn from**. It requires the Secretary of Commerce to deliver, to each state's governor and the leaders of both legislative chambers by name, tabulations of population on the geography that state specified in advance — down to the census block, with voting-age population by race and Hispanic origin. Two features make it structurally unusual. It is one of only two census deliverables with a **hard statutory deadline** — "as expeditiously as possible," and in any event within one year of the decennial census date. And it lets the states choose the geography: a state that participates in the Redistricting Data Program defines the block groupings it will receive, before the count is taken. Its deadline, like the apportionment deadline beside it, carries no remedy. In the 2020 cycle the file was due April 1, 2021 and delivered August 12, 2021, and nothing followed from the delay except a compressed public-comment window in states whose own constitutional redistricting deadlines did not move. ## See also - [[Census Data Products Tree]] · [[How the Census Apportions Congress]] · [[Census]] · [[Gerrymandering]] · [[Redistricting Timeline 2025-2026]]
