# Foundations for Evidence-Based Policymaking Act P.L. 115-435, enacted January 2019. Requires major federal agencies to plan for evidence-building, designates a Chief Data Officer, an Evaluation Officer and a **Statistical Official** in each of 24 major agencies, and opens federal data for statistical use through the Standard Application Process. Title III is the Confidential Information Protection and Statistical Efficiency Act of 2018 (CIPSEA 2018), which codified the four fundamental responsibilities of Recognized Statistical Agencies and Units and supplies the statutory confidentiality protection those agencies operate under. 5 C.F.R.
