# Elementary and Secondary Education Act The principal federal statute for aid to elementary and secondary schools, enacted in 1965 and reauthorized repeatedly since — most recently as the Every Student Succeeds Act in 2015, and before that as No Child Left Behind in 2002. Its Title I, Part A is the largest federal K-12 programme and the one that makes the statute a fiscal instrument as much as an education one. Four separate formulas run simultaneously off the same underlying count of "formula children" — Basic Grants, Concentration Grants, Targeted Grants and Education Finance Incentive Grants — with different eligibility thresholds and different weighting schemes, plus a hold-harmless floor of 85–95% of a district's prior-year grant. The poverty counts the formulas consume come from the [[Small Area Income and Poverty Estimates]] model rather than from the decennial [[Census]] form.
