# Reynolds v. Sims
**377 U.S. 533 (1964).** The Supreme Court held 8–1 that seats in both chambers of a bicameral state legislature must be apportioned on a population basis — "legislators represent people, not trees or acres."
Together with [[Baker v. Carr]] (1962), which made malapportionment justiciable, and *Wesberry v. Sanders* (1964), which applied the principle to congressional districts, it established [[One Person One Vote]] as a constitutional requirement under the [[Equal Protection Clause]]. It is the reason every redistricting cycle begins with an arithmetic constraint rather than a political one.
