# Executive Order 14343 The **August 2025 executive order extending [[Executive Order 14251]]**, widening the set of agencies and subdivisions excluded from the federal labor-management relations program under the national-security exclusion at 5 U.S.C. § 7103(b)(1). Together the two orders removed collective bargaining rights from a large share of the federal workforce; [[OPM]] guidance of February 12, 2026 told covered agencies to terminate or modify existing collective bargaining agreements, and the IRS notified employees on February 27, 2026 that it had terminated its 2022 National Agreement with NTEU.
