# Executive Order 14332
**Status: stub — expand.**
**Executive Order 14332, "Improving Oversight of Federal Grantmaking,"** was signed August 7, 2025. It reworked the discretionary grant process at both ends of the [[Federal Grant Lifecycle]] without amending a single statute.
Three provisions carry the weight. First, each agency must designate a **senior political appointee** to review all new discretionary funding opportunities and awards for consistency with agency priorities and the national interest — a political gate placed ahead of the technical merit review, at the stage where eligibility criteria are written. Second, agencies were directed to revise the terms and conditions of **existing** discretionary awards to permit immediate termination for convenience, including where an award no longer advances agency priorities or the national interest. Third, agency heads had 30 days to report to the OMB Director on whether their standard terms already permitted such a termination.
The second provision is the structurally interesting one. The October 1, 2024 revision to 2 CFR 200.340 had narrowed the "agency priorities" termination ground so that it applied only where an award expressly reserved it. EO 14332 answers that constraint not by amending the regulation but by ordering agencies to write the authority into the awards themselves — reaching the same result through contract terms rather than rulemaking. The May 29, 2026 proposed rewrite of 2 CFR Part 200 would then codify it. See [[Uniform Guidance]] and [[Termination for Convenience]].
