# Executive Order 14317
**"Creating Schedule G in the Excepted Service," signed July 17, 2025** (published in the Federal Register July 23, 2025). It created [[Schedule G]] — a new excepted-service schedule for **noncareer** positions of a policy-making or policy-advocating character that are normally expected to turn over with a presidential transition — using the authority of 5 U.S.C. §§ 3301, 3302, and 7511.
Schedule G is distinguished from [[Schedule C]] by the "policy-making or policy-advocating" formulation rather than "confidential or policy-determining." Agencies could begin making Schedule G appointments immediately; approval and withdrawal of the authority run through the White House Office of Presidential Personnel via each agency's White House Liaison. See [[Federal Workforce Structure Tree]].
This is a stub — expand with the OPM implementing guidance of July 29, 2025 and appointment counts.
