# Executive Order 14251 **"Exclusions from Federal Labor-Management Relations Programs," signed March 2025.** It invokes the national-security exclusion at **5 U.S.C. § 7103(b)(1)** to remove large portions of the federal workforce — across agencies and subdivisions with national-security-adjacent missions — from the federal collective bargaining program administered by the [[Federal Labor Relations Authority]]. The order was expanded by [[Executive Order 14343]] in August 2025, and [[OPM]] guidance of February 12, 2026 directed covered agencies to proceed with terminating or modifying their collective bargaining agreements. Federal unions and the AFL-CIO characterized it as union-busting; dozens of suits followed. See [[Federal Workforce Structure Tree]]. This is a stub — expand with the covered-agency list, the CRS analysis (LSB11367), and the litigation record. ## See Also - [[Federal Workforce Structure Tree]] - [[Executive Order 14343]] - [[Federal Labor Relations Authority]]
