# Executive Order 14154
**Title:** Unleashing American Energy
**Signed:** January 20, 2025 by [[Donald Trump]]
**Federal Register:** 90 FR 8353 (January 29, 2025)
The inauguration-day energy order, and the single most consequential instrument in dismantling Biden-era climate and conservation policy. [[Executive Order 14148]] cleared the old orders by number. EO 14154 is the one with an agenda: it tells agencies what to stop, what to restart, and what to stop paying for.
## The key sections
- **§ 2(e), the "EV mandate":** directs agencies to "eliminate the 'electric vehicle (EV) mandate'" and to consider terminating state emissions waivers. The same goal drove the 2025 [[Congressional Review Act]] disapprovals of California's waivers.
- **§ 3, review:** directs agencies to identify and eliminate regulations burdening domestic energy and mineral development.
- **§ 4(a), revocations:** revokes 12 Biden orders, including [[Executive Order 14008]] at § 4(a)(iii), and abolishes the offices they created.
- **§ 6, the social cost of carbon:** disbands the Interagency Working Group on the Social Cost of Greenhouse Gases and withdraws its estimates. Without a dollar value on emissions, climate damage drops out of federal cost-benefit analysis.
- **§ 7, "Terminating the Green New Deal":** orders agencies to "immediately pause the disbursement of funds" under the [[Inflation Reduction Act]] and the [[Infrastructure Investment and Jobs Act]], naming the NEVI electric-vehicle-charger program.
- **§ 8(a), LNG:** orders DOE to "restart reviews of applications for approvals of liquified natural gas export projects as expeditiously as possible." DOE lifted the Biden-era pause the next day, and approved its first new export authorization, Commonwealth LNG, on Feb 14, 2025.
## The funding freeze in court
§ 7 is where the order met the courts, and the record is mixed:
- **Scope.** On Jan 21, 2025, OMB memo M-25-11 tried to narrow the pause to "Green New Deal" spending. The plaintiffs in the cases below argued that agencies froze far more than that.
- **Woonasquatucket River Watershed Council v. USDA (D.R.I.).** Judge Mary McElroy enjoined the broad freeze on **April 15, 2025**. On **Aug 7, 2026**, the First Circuit agreed the freeze was arbitrary and capricious and upheld nationwide relief under the [[Administrative Procedure Act]]. It vacated the part of the order compelling payment, because under [[Department of Education v. California]] money claims belong in the [[Court of Federal Claims]].
- **Washington v. DOT (W.D. Wash.).** Judge Tana Lin ordered NEVI charger funds released to 14 states on **June 24, 2025**. On **Jan 23, 2026**, she granted summary judgment and vacated the Transportation Department's directive revoking the state plans. Whether the government has appealed is unconfirmed.
No Supreme Court ruling on the order itself has been found.
## Implementation at Interior
Secretary [[Doug Burgum]] implemented the order on **February 3, 2025** with **Secretary's Order 3418**, one of his first six. SO 3418 directs Interior components to *terminate* actions taken under the revoked executive orders, and to *"review and, as appropriate, revise all withdrawn public lands."* It expressly names national monuments under the [[Antiquities Act]] (54 U.S.C. § 320301) and secretarial withdrawals under 43 U.S.C. § 1714.
Notably, **no secretarial order names "America the Beautiful" or "30x30" at all.** The [[30x30 Conservation Initiative]] was killed by revoking its parent order and terminating the actions taken under it. That left nothing to challenge in court.
## Downstream
SO 3418's review directive is the traceable origin of several later actions:
- the [[Bureau of Land Management]]'s rescission of the 2024 [[Public Lands Rule]] (published May 12, 2026)
- the Pacific marine-monument fishing proclamations of April 2025 and June 2026
- the internal monument review that produced the July 13, 2026 proclamations cutting [[Bears Ears National Monument]] and [[Grand Staircase-Escalante National Monument]] by roughly 90 percent each
