# Executive Order 14148 **Signed January 20, 2025 · 90 FR 8237 (published Jan. 28, 2025).** "Initial Rescissions of Harmful Executive Orders and Actions" was the first-day omnibus revocation order of the second Trump administration. In one instrument it struck **78 Biden-era presidential actions: 67 executive orders and 11 memoranda**. The count is from the Federal Register text. EO 14236 later used the same "78 Presidential orders" figure, and Wikipedia's tally of 68 + 11 appears to be a miscount. It is the legal hinge between two administrations. Most of the second term's first-week orders build on ground this one cleared. ## What it revoked (Section 2) - **Equity and DEI:** EO 13985 (the "whole-of-government" racial-equity order), EO 14091, EO 14035 (federal-workforce DEIA), and the White House initiatives on Hispanic, Native American and Black education. See [[DEI]]. - **Gender identity:** EO 13988 (anti-discrimination on gender identity), EO 14020 (the Gender Policy Council), EO 14021, EO 14075, and EO 14004, which had reopened military service to transgender people. - **Climate:** EO 13990, [[Executive Order 14008]] (climate as a national-security priority), EO 14057, EO 14096 (environmental justice), and the memoranda withdrawing Arctic and Outer Continental Shelf areas from leasing. - **COVID-19:** seven pandemic-response orders. - **Immigration:** EOs 13993, 14010, 14011, 14012 and 14013, the Biden enforcement-priority, asylum, family-reunification and refugee orders. - **Artificial intelligence:** EO 14110, Biden's AI safety order. - **Voting and policing:** EO 14019 (voting access) and EO 14074 (policing accountability; its national misconduct database was then shut down). - **Odds and ends:** the private-prison phase-out (EO 14006), the Supreme Court commission (EO 14023), the West Bank settler sanctions (EO 14115), the ethics pledge (EO 13989), and the Cuba state-sponsor-of-terrorism rescission. - **Census:** item 2(b), [[Executive Order 13986]]. This is the line the vault's census layer cares about. ## What it ordered (Section 3) - Agency heads were to end "unlawful and radical DEI ideology" immediately. - The Domestic Policy Council and National Economic Council were to review actions taken under the revoked orders and, within 45 days, recommend further rescissions and replacement orders. - The National Security Advisor was to review every National Security Memorandum issued from Jan 20, 2021 to Jan 20, 2025 and recommend which to rescind. The second wave came as **EO 14236, "Additional Rescissions"** (Mar 14, 2025; 90 FR 13037). It is a separate order, not an amendment to this one, and it revoked 18 more items. ## The census line, then and now Revoking EO 13986 removed the executive branch's affirmative instruction to count everyone for apportionment. It did not replace that instruction with anything: - **Aug 7, 2025.** Trump announced a "new" census excluding people in the country illegally, but no order or memorandum followed. - **Sept 10, 2026.** The [[2030 Census Residence Rule]] proposed the opposite of EO 13986 by notice-and-comment rulemaking, not by executive order: only citizens and lawful permanent residents would count toward apportionment. Comments close Oct 13, 2026. Revocation is the first move in this pattern, and a rule written so it can survive judicial review comes later.
