# Executive Order 13880
**Signed 11 July 2019 (84 FR 33821).** Trump's response to losing [[Department of Commerce v. New York]] two weeks earlier. Having abandoned the citizenship question on the 2020 form, the order directed DHS, the State Department, the Social Security Administration and HHS to hand their administrative records to the Commerce Department so that citizenship data could be assembled for the entire population without asking anyone, and instructed the Secretary to consider a citizenship question for the **2030** census.
⭐ **This is the durable half of the census fight.** The question was the visible battle and was lost; the administrative-records program was the workaround and was not litigated. It is what made the July 2020 apportionment-exclusion memorandum operationally conceivable — and the reason the Supreme Court found that memorandum unripe in [[Trump v. New York]] was precisely that the data assembly was still under way.
Revoked by [[Executive Order 13986]] on 20 January 2021. That revocation was in turn revoked by [[Executive Order 14148]] on 20 January 2025, leaving the executive branch with no standing direction either way.
