# Highway Trust Fund The dedicated federal account that funds most federal-aid highway and transit spending, created in 1956 alongside the Interstate programme and financed principally by federal motor fuel taxes. It is split into a Highway Account and a Mass Transit Account. It appears on [[Census Formula Funding Flow]] for a narrow but important reason. Federal-aid highway money is apportioned among the states not by population but by historical share — each state receives its share of FY2021 apportionments applied to the current national total — with a floor guaranteeing each state at least 95% of its own contributions to the Highway Account. Census population governs the suballocation of money *within* a state, under the Surface Transportation Block Grant, and not the division among them. ## See also - [[Census Formula Funding Flow]] · [[Bipartisan Infrastructure Law]] · [[Block Grant]]
