# Wes Moore Democratic Governor of Maryland since January 2023 — Maryland's first Black governor and only the third Black governor of any U.S. state in history. Combat veteran (U.S. Army Captain, 82nd Airborne, Afghanistan 2005–2007), Rhodes Scholar, and bestselling author (*The Other Wes Moore*, 2010). Former CEO of the Robin Hood Foundation (2017–2021). Frequently named alongside [[Gavin Newsom]] and [[JB Pritzker]] as a 2028 Democratic presidential frontrunner. ## 2025 mid-decade redistricting On 2025-11-04 — the same day California voters approved Proposition 50 — Moore formed the **Governor's Redistricting Advisory Commission** to consider a Maryland counter-redraw, joining the symmetric arms-race response to the Trump-directed GOP push in Texas, Missouri, NC, OH, and FL. The commission recommended a map concept on **2026-01-20** that would redraw **[[Andy Harris]]**'s Maryland 1st District (Eastern Shore) into a Democratic-leaning seat by stretching it across the Bay Bridge through Anne Arundel and into Howard County, projected to deliver an 8–0 Democratic delegation. The Maryland House of Delegates passed the map 99–37 on 2026-02-02. **Maryland Senate President Bill Ferguson refused to bring the bill to the floor**, and the redistricting effort died in the Senate in late February 2026 — one of two failed Democratic counters of the cycle (the other being Illinois's deferred decision pending Indiana). The Maryland failure is one of the cleanest examples of intra-party Democratic restraint against the symmetric-gerrymandering posture. See [[Redistricting Timeline 2025-2026]] for the full chronology. ## 2025–26 national posture Moore has been one of the most visible governors of the second Trump administration on federal-workforce and DOGE displacement (Maryland is among the most federal-workforce-exposed states), on the Trump immigration enforcement program, and on the redistricting fight (he hosted Texas Democrats during their August 2025 walkout). He is widely treated as a 2028 Democratic primary candidate. ## Related - [[Donald Trump]] — primary national antagonist - [[Redistricting Timeline 2025-2026]] — Maryland-specific entries (commission, House passage, Senate failure)
