# Tim Kaine
Democratic United States Senator from Virginia since 2013; previously governor of Virginia and the party's 2016 vice-presidential nominee. In the Senate he has been the most persistent congressional advocate for reclaiming the war power from the executive branch.
Kaine's signature achievement is the repeal of the 1991 Gulf War and 2002 Iraq authorizations for use of military force. Working with Republican Todd Young of Indiana across three Congresses, he moved a standalone repeal through the Senate in 2023 and finally secured enactment as amendment SA 3337 to the FY2026 National Defense Authorization Act, signed December 18, 2025 — the first repeal of a war authorization in more than fifty years. See [[AUMF]].
He has repeatedly forced floor votes on war powers resolutions under the expedited procedures of the [[War Powers Resolution]], including against strikes in [[Syria]] and Yemen and, in 2026, against the [[Iran War 2026]]. He rejected the administration's argument that a ceasefire pauses the statutory 60-day clock, saying he did not believe the statute would support it. He is also a co-sponsor of broader war powers reform. See [[War Powers Decision Flow]].
