# Stephen Wertheim
Historian of American foreign relations and a co-founder of the [[Quincy Institute for Responsible Statecraft]], where he was its first Director of Grand Strategy; now a senior fellow in the American Statecraft Program at the Carnegie Endowment for International Peace.
His book *Tomorrow, the World: The Birth of U.S. Global Supremacy* (Harvard University Press, 2020) argues that American global military primacy was not an inevitable postwar inheritance but **a deliberate choice made by a small group of planners in 1940–41** — the historical companion to [[Andrew Bacevich]]'s claim that the "Washington rules" are a construction rather than a natural condition.
