# Stephen Walt
International relations theorist at the Harvard Kennedy School, best known for **balance-of-threat theory** — the refinement of realist balancing which holds that states align against the power they perceive as most *threatening*, not simply the most powerful.
His *The Hell of Good Intentions* (2018) is the sharpest academic autopsy of the post-Cold War foreign-policy establishment and its record, and functions as the scholarly companion to [[Andrew Bacevich]]'s *[[Washington Rules]]*. With [[John Mearsheimer]] he co-wrote *The Israel Lobby and U.S. Foreign Policy* (2007). Affiliated with the [[Quincy Institute for Responsible Statecraft]]; longtime columnist at *Foreign Policy*.
