# Sergei Chemezov
Head of the state defense conglomerate [[Rostec]] since its creation in 2007, and one of the most durable members of the *siloviki* faction around [[Vladimir Putin]]. A KGB officer, Chemezov served with Putin in Dresden, East Germany, in the 1980s — the formative association that placed him, along with [[Igor Sechin]], in the first rank of the security-services elite that took control of Russian industry after 2000.
Chemezov's significance to [[Russian Deprivatization]] is structural rather than personal: Rostec is one of the main state vehicles into which seized private industrial assets are transferred, making him a principal beneficiary of the wartime redistribution without his name appearing on most of the court filings. He has been under U.S. and EU sanctions since 2014.
