From July 9 to December 18, 2025 he also ran [[NASA]] as acting administrator, until [[Jared Isaacman]] was renominated and confirmed. Before the cabinet he was a reality-TV cast member, a county prosecutor, a congressman and a Fox Business host. He is one of several Fox personalities brought into the second-term cabinet.

## At Transportation
**Congestion pricing.** On February 19, 2025 Duffy rescinded federal approval of Manhattan's congestion toll, and Trump posted "CONGESTION PRICING IS DEAD." The toll never stopped. On March 3, 2026 Judge Lewis Liman (S.D.N.Y.) ruled the termination unlawful in a 149-page decision, and DOJ appealed to the Second Circuit on May 1. See [[Kathy Hochul]].
**Grants with conditions.** An April 2025 letter from Duffy tied transportation grants to cooperation with federal immigration enforcement and to dropping DEI programs. Chief Judge John McConnell (D.R.I.) enjoined the conditions in June and made the injunction permanent on November 4, 2025 in a suit by 20 states.
**Air traffic control.** After the January 29, 2025 midair collision over the Potomac, which killed 67, the helicopter route near Reagan National was closed permanently on March 14. Radar and telecom outages at Newark on April 28, May 2 and May 4 led to flight caps. Duffy blamed the "Biden-Buttigieg FAA" (see [[Pete Buttigieg]]). The [[Big Beautiful Bill]] gave **$12.5 billion** for a new air-traffic-control system, with Peraton named prime integrator on December 4, 2025. DOT says it needs another $20 billion to finish by the end of 2028.
**Shutdown cuts.** During the 2025 government shutdown he ordered a **10% cut** in flights at 40 major airports, effective November 7.
**Truckers.** Under an April 2025 executive order, failing an English-proficiency check became an out-of-service violation from June 25, 2025. About 9,500 drivers had been sidelined by December (one source, FreightWaves). Courts stayed a related emergency rule on licenses for drivers from abroad. DOT threatened highway safety funds for California, Washington and New Mexico.
**Trump's airport.** Duffy announced a **$10 million** federal terminal grant on May 18, 2026, three days after the FAA approved renaming Palm Beach International for Trump. See [[Trump Airport Licensing Deal]].
