# Recep Tayyip Erdoğan
Turkey's ruler since 2003 — prime minister until 2014, president since — and the vault's model case of **competitive authoritarianism**: a system that still holds elections the opposition can win locally, inside a state where the courts, the press and the electoral machinery have been made instruments of the presidency. Born in 1954 in Istanbul's Kasımpaşa district, a semi-professional footballer and Islamist youth organizer, he became mayor of Istanbul in 1994, was jailed for four months in 1999 for reciting a poem ("the mosques are our barracks"), and co-founded the Justice and Development Party (AKP) in 2001 as a self-described conservative-democratic party that would make peace with the secular state. It won in 2002 and has governed ever since.
## From reformer to strongman
The first decade looked like the opposite of what followed: EU accession talks, an economic boom, the taming of a military that had staged four coups. The turn came in stages. The 2013 Gezi Park protests were met with force; the December 2013 corruption investigations touching his family were answered by purging the prosecutors and blaming [[Fethullah Gülen]]'s movement, until then his ally. The **July 15, 2016 coup attempt** — which he blamed on Gülen — gave him the emergency powers to purge more than 150,000 public employees, jail journalists in numbers unmatched anywhere, and win the **April 2017 referendum** (51.4%) that abolished the prime ministership and made the presidency the whole executive. He was re-elected under the new system in 2018 and, narrowly, in a 2023 runoff, having by then subordinated the central bank to his conviction that high interest rates cause inflation — a policy that produced 85% inflation before it was abandoned.
## The opposition
He lost Istanbul in 2019 to [[Ekrem İmamoğlu]] — twice, after the first result was annulled — and then Ankara and most big cities in 2024. The response was legal: İmamoğlu was arrested in March 2025, his degree annulled to bar him from the presidency, and tried for corruption and "espionage" from May 2026; the CHP under [[Özgür Özel]] answered with the largest street mobilization in a decade, and on **May 21, 2026** an Ankara appeals court removed Özel and the entire party leadership by interim order and reinstated the leader the party had voted out in 2023 — a decision Human Rights Watch called a coup against the opposition by court. The pattern the vault tracks under [[Democratic Norms]] and [[International Democratic Opposition Hub]] is the manufacture of a permitted opposition.
## Washington
Erdoğan's American channel is personal. [[Michael Flynn]]'s undisclosed 2016 work for Turkish interests is the original Trump-era FARA scandal ([[Turkey]]); the [[Halkbank]] sanctions-evasion prosecution has been a decade-long irritant; and in the second term the relationship has run leader-to-leader — the September 2025 White House visit, and at the [[NATO Summit Ankara 2026]] Trump's pledge to lift the [[CAATSA]] sanctions that had blocked F-35 sales since Turkey bought Russian S-400 missiles in 2019. He is also the broker in the region's wars — [[Syria]], Gaza, the Black Sea grain corridor — which is why every Western government that criticizes him also needs him. The vault reads him beside [[Putinism]] and the [[International Far-Right Networks]] as the elected strongman who showed the others what a captured judiciary can do without ever cancelling an election.
