# Randall Cunningham
**Randall Harold "Duke" Cunningham** is a former Republican U.S. Representative from California (1991–2005) and a Vietnam-era Navy fighter ace, who sat on the House Defense Appropriations Subcommittee and the Intelligence Committee. Not to be confused with **Greg Cunningham**.
Cunningham accepted at least **$2.4 million** in bribes from defense contractors — principally Mitchell Wade of MZM Inc. and Brent Wilkes of ADCS Inc. — in exchange for steering tens of millions in federal defense and intelligence contracts to their firms through earmarks. The bribes included a grossly inflated purchase of his home, free use of a yacht he lived on in Washington, cash, antique furniture, Persian rugs, a Rolls-Royce, and jewelry. He notoriously maintained a **"bribe menu" on congressional letterhead**, listing the contract value each level of bribe would buy.
He pleaded guilty on **November 28, 2005** to conspiracy to commit bribery and honest-services fraud plus tax evasion, resigned effective December 1, 2005, and was sentenced in March 2006 to **100 months** — at the time the longest sentence ever imposed on a member of Congress — plus $1.8 million restitution and extensive forfeiture. [[Donald Trump]] granted a **conditional pardon** on **January 13, 2021**, conditioned on payment of $3,655,539.50. See [[Republican Officeholder Fraud]].

> Needs: the MZM/ADCS earmark mechanics and the wider Wilkes-Foggo CIA corruption case; the bribe menu as an artifact; how the CA-50 seat passed to Brian Bilbray and later [[Duncan D. Hunter]]; the conditional-pardon structure as a clemency variant.
