# Pavel Durov
Russian-born founder of VK, Russia's Facebook equivalent, and of [[Telegram]]. Since his August 2024 arrest in France he has been a cause for the tech right — [[Elon Musk]] posted "#FreePavel" — as a symbol of European censorship. In 2026 Russia charged him with aiding terrorism, which makes him a figure both sides of a very different argument have tried to claim.
## VK and exile
He founded VK in 2006. Between 2011 and 2014 he refused Kremlin demands to take down opposition pages, including Alexei Navalny's, and to hand over data on Ukrainian protesters. In April 2014 he was removed as CEO; the company came under the control of allies of [[Igor Sechin]] and Alisher Usmanov, and he left Russia. He co-founded [[Telegram]] with his brother Nikolai in 2013. He holds St Kitts and Nevis citizenship (via a donation, 2013–14), the UAE's (2021) and France's (August 2021, through a rare procedure for foreigners who "contribute" to France). He lives in Dubai.
## The French case
| Date | Event |
|---|---|
| Aug 24, 2024 | Arrested at Le Bourget airport outside Paris |
| Aug 28, 2024 | Placed under formal investigation on 12 counts, including complicity in running a platform enabling illicit transactions, child sexual abuse material, drug trafficking and fraud, and refusing to cooperate with authorities; bail €5 million, barred from leaving France |
| Mar–July 2025 | Allowed to travel for limited periods; questioned by investigating magistrates |
| Nov 13, 2025 | France fully lifts the travel ban and supervision; the investigation continues |
[[Emmanuel Macron]] said the arrest was "in no way a political decision." Musk wrote, "It's 2030 in Europe and you're being executed for liking a meme." Durov gave [[Tucker Carlson]] an interview in June 2025.
## The Russian case
Russia throttled Telegram in February 2026 and opened a terrorism case; the [[FSB]] claimed Telegram had enabled more than 150,000 crimes since 2022, including the [[Crocus City Hall]] attack. By April the app was largely blocked. On July 29, 2026 the FSB charged Durov with aiding terrorism — punishable by up to life — and put him on the international wanted list. Durov said the goal was to push Russians onto a state "app created for surveillance" (see [[WhatsApp]] on Russia's MAX). Russian troops in Ukraine still use Telegram widely.
## Why it matters here
The tech-right version is simple: a free-speech founder persecuted by a European state. The fuller record is harder. Telegram's hands-off moderation made it the home of extremist networks (see [[Terrorgram Collective]]) and of Russia's war bloggers; France's case is about criminal use, not speech; and the Kremlin, which forced him out of VK, now prosecutes him too. He is neither the Kremlin asset his critics once suspected nor a simple martyr. See [[Tech-Right Russia Alignment]].
