# Paul Kilgore
**Paul Kilgore** is the treasurer of record on at least **six federal political committees** that file
from **Athens, Georgia**, through the compliance practice
[[PDS Compliance]] (committee contact domain `pdscompliance.com`; depository **Classic City Bank**,
Athens). He signs for committees on both sides of the Republican Party's internal factional divide and for
committees branded for states hundreds of miles from Athens.
## Committees signed, as recorded in this vault
| Committee | FEC ID | Type | What it is |
|---|---|---|---|
| [[Protect the Majority 2026]] | C00961433 | Joint fundraising | NRSC + the campaign committees and leadership PACs of [[Susan Collins]], [[John E. Sununu]] and [[Ashley Hinson]]; registered 2026-09-12 |
| [[New England Victory Fund]] | C00944827 | Joint fundraising | Appears on **both** Collins's and Sununu's amended Form 1s of 2026-10-04 |
| [[Battle Tested PAC]] | C00962332 | Super PAC | Registered 2026-09-18, generic name, no money disclosed as of this page |
| [[Defending America PAC]] | C00848739 | Super PAC | Restated $698,000.00 of 2026-09-22 anti-Harvie spending on an amended Form 24 |
| [[Save Our Montana]] | C00963157 | Super PAC | Registered **2026-10-06** — the fifth, and the first branded for a state none of the others operate in |
| [[Protect Freedom PAC]] | C00657866 | Super PAC (IE-only) | The [[Rand Paul]] vehicle. **First filed 2017-10-11** — the only one of the six with a filing history predating this cycle, and the only one with eight figures of cycle activity. Files from a **second Athens address**, 196 Alps Rd Ste 2-244, not 824 S Milledge Ave. Q3 2026 receipts **$3,139,284.53**, of which **$3,000,000.00 (95.56%) is one [[Jeff Yass]] contribution** |
🔴 **The sixth committee is the one that changes the shape of this page.** The first five are 2026-vintage
pop-ups with little or no disclosed money; [[Protect Freedom PAC]] is a nine-year-old committee with
**$7,658,408.52** of cycle disbursements and a single identified megadonor. It also sharpens the vendor
caveat below rather than softening it: Kilgore signs both [[Protect the Majority 2026]] — the NRSC
joint-fundraising vehicle for [[John E. Sununu]] — and a Rand Paul super PAC that has bought advertising
**supporting Sununu**. Found by the `rwkb-midterm-money-daily` sweep on receipt date 2026-10-12.
Kilgore was also recorded in this task's 2026-09-18 sweep as treasurer of **Senate Conservatives Fund**,
**Senate Conservatives Action** and **Tea Party Patriots Citizens Fund**, all three of which filed on
2026-09-17. Those three are not yet built as vault pages and the attribution is carried here as a lead, not
a finding.
> [!warning] A shared treasurer is a vendor relationship, not a funding relationship
> This vault's 2026-09-18 sweep wrote the operational rule after nearly committing the opposite to writing:
> **a shared treasurer is evidence of a shared compliance vendor until a shared funder, officer or
> strategic actor is independently shown.** Kilgore is the clearest instance of why. He signs for
> [[Protect the Majority 2026]], the NRSC's vehicle for protecting three Republican Senate incumbents, and
> for the Senate Conservatives Fund, whose stated purpose includes primarying incumbents of that kind.
> Movement-conservative primary money and NRSC incumbent-protection money carry the same signature because
> roughly eight compliance practices process most of the independent money in American federal elections,
> and they are as factionally indifferent as an accounting firm — because that is what they are.
## Why the signature is worth tracking anyway
The treasurer field is one of the few durable, machine-readable identifiers on an FEC form. Committees
rename themselves, change addresses and dissolve; the signature persists. It is therefore the best available
handle for finding committees that would otherwise be invisible — and very nearly useless as evidence of
alliance. The thing that actually binds a network — who funds it, who directs it, who decides which race
gets the buy — appears on no form at all until the receipts reports land, and for the quarterly-filing
pop-up committees dominating this cycle, often not before election day.
## Open questions
- Whether **824 S Milledge Ave Ste 101** is PDS Compliance's own office or a shared suite, and how many
committees in total file from it — and now, how it relates to **196 Alps Rd Ste 2-244**, the second
Athens address, which [[Protect Freedom PAC]] files from. One practice at two addresses, or two
practices, is unresolved.
- Whether any of the five committees discloses a funder before 2026-11-03. Four of the five are quarterly
filers; [[Save Our Montana]] registered 28 days out.
- The Senate Conservatives Fund / Senate Conservatives Action / Tea Party Patriots Citizens Fund
attributions, which need a primary-document check before they move out of the lead paragraph above.
