# Pat Toomey Former U.S. Senator from Pennsylvania (2011–2023). Fiscal-conservative former president of [[Club for Growth]] (2005–2009) — the supply-side advocacy group that for years operated as a major intra-Republican primary force against insufficiently conservative incumbents. Earlier served three House terms (1999–2005) before unsuccessfully primarying Sen. Arlen Specter in 2004 (Specter switched parties to the Democrats in 2009; Toomey won the 2010 race for the same seat). ## The second impeachment One of seven Republican senators to vote guilty at the [[Trump Second Impeachment]] trial. Toomey had already announced his retirement in October 2020, removing future-electoral exposure from the calculus. His public statement explained the vote on conduct grounds: "President Trump's behavior was a stunning abdication of his oath." ## Retirement Did not seek re-election in 2022; succeeded by Democrat [[John Fetterman]]. Among the seven 2nd-impeachment GOP guilty voters, Toomey and [[Richard Burr]] (NC) had announced retirements *before* the impeachment vote, which insulated their votes from primary-electorate consequences. ## KB significance Toomey represents the fiscal-conservative / Club-for-Growth wing of pre-Trump Republicanism — a wing whose institutional energy in the 2010s was directed at primarying *moderates*, but whose post-2016 trajectory was largely subsumed into MAGA via the [[Donors Trust]] and Heritage networks. Toomey's vote was an outlier within his own ideological constituency. ## Related - [[Trump Second Impeachment]] - [[Trump Impeachments Timeline]]
