# Nicholas Enrich
**Nicholas Enrich** was acting assistant administrator for Global Health at the [[United States Agency for International Development]] (USAID) when the 2025 foreign-aid freeze hit. In memos that became public at the start of March 2025, he wrote that the agency had not delivered the "lifesaving humanitarian assistance" that a waiver from Secretary of State [[Marco Rubio]] was supposed to protect, and that the failure "will no doubt result in preventable death, destabilization, and threats to national security on a massive scale." He blamed "political leadership at USAID, the Department of State, and DOGE." Of 72 lifesaving activities his bureau had identified, none had been approved for payment.
He was placed on administrative leave that weekend. On March 25, 2025, [[Whistleblower Aid]] announced that he had filed a formal whistleblower disclosure. "In a globally connected world, outbreaks abroad do not stay overseas," he said.
