Morton C. Blackwell (born 1939) is an American conservative activist and founder of the Leadership Institute, which has trained over 200,000 conservative activists, campus organizers, and political operatives since 1979. As a veteran of the [[Barry Goldwater]] and a longtime member of the [[Council for National Policy]], Blackwell is one of the architects of the modern [[Conservative Movement]]'s talent pipeline. His "Laws of the Public Policy Process" are widely circulated in right-wing organizing circles as a playbook for institutional capture.
