# Mohammad Khatami Mohammad Khatami (born 1943) was the reformist president of Iran from 1997 to 2005, whose unexpected landslide election unleashed the most hopeful — and ultimately most frustrated — chapter of post-revolutionary Iranian politics. A mid-ranking cleric with a scholarly, mild manner, he became the figurehead of a generation's demand for liberalization. ## The Reform Wave Khatami won the 1997 presidency in a stunning upset, carried by youth, women, and the urban middle class on promises of the rule of law, civil society, press freedom, and a less confrontational foreign policy. Internationally he is best known for his call for a "Dialogue Among Civilizations" — an explicit rebuke to clash-of-civilizations rhetoric — which the UN adopted as the theme for 2001. At home his first years saw a flowering of newspapers, books, and political debate. ## Blocked by the Unelected State The reform era ran headlong into the structural reality of the Islamic Republic. Every Khatami initiative could be — and was — vetoed by the unelected institutions under Supreme Leader [[Ali Khamenei]]: the Guardian Council disqualified reformist candidates and rejected legislation; the judiciary shuttered newspapers and jailed journalists and activists; hardline vigilantes attacked students. The 1999 student protests were violently crushed. By the end of his two terms, Khatami's inability to deliver on his promises had demoralized his base — a disillusionment that paved the way for the hardline backlash of [[Mahmoud Ahmadinejad]]. ## Why It Matters For the vault, Khatami is the clearest demonstration that Iran's elected presidency is structurally subordinate to the clerical-military apex — that reform from within the system, however popular, hits a hard ceiling. The exhaustion of the Khatami project is the essential prelude to the [[Iranian Green Movement]]: when working within the system visibly failed, the demand for change moved to the streets. Khatami himself, having endorsed the Green Movement, was later subjected to a media ban, his name and image prohibited from Iranian outlets. *See also: [[Iranian History Hub]], [[Iranian Green Movement]], [[Ali Khamenei]], [[Mahmoud Ahmadinejad]]*
