# Mike Sicilia
**Mike Sicilia** is co-CEO of [[Oracle Corporation]], alongside Clay Magouyrk. [[Safra Catz]] moved up to executive vice chair on **Sept. 22, 2025** and the two were named to replace her. [[Larry Ellison]] remains chairman and CTO. Where Magouyrk runs Oracle's cloud and AI infrastructure business, Sicilia comes from the applications side. That puts him in charge of the part of Oracle that deals most directly with the federal government through [[Oracle Health]], and he is the executive whose public promises on the VA contract are now on the congressional record.
## Career
Sicilia studied computer science at Saint Joseph's University and came to Oracle in **2008** with its acquisition of Primavera Systems, the project-management software company. He rose through Oracle's industry-specific businesses and ran **Oracle Industries**: vertical applications for construction, utilities, hospitality, financial services and, after the ~$28 billion acquisition of Cerner in June 2022, health care. Oracle credits him with overseeing some of its most strategically important acquisitions.
## The VA promise
Cerner came with the [[VA Oracle EHR Modernization Contract]], the 2018 sole-source deal to replace the VA's health-records system, already troubled by patient-safety failures at its first sites. In **July 2022** Sicilia told the Senate that Oracle was "committed to delivering the VA an EHR system that exceeds expectations without exceeding the contracted cost." He added that Oracle would fix performance problems "at our expense."
Four years later the numbers ran the other way. On **Aug. 18, 2026** the contract was modified to add about $17 billion and three option years. That took the ceiling from **$10 billion to just under $27 billion** and pushed completion to 2031. The VA cited "unanticipated complexity."
## The subpoena
Oracle agreed to send witnesses to a September 2026 House Veterans' Affairs Committee hearing, then declined, citing "timing constraints." On **Sept. 2, 2026** the committee voted **19–0** to subpoena Sicilia and Ellison. The motion came from Rep. [[Maxine Dexter]], and Chairman [[Mike Bost]] and ranking member [[Mark Takano]] both backed it. The subpoenas were served in mid-September with a return date in November 2026. A unanimous subpoena of the chairman of one of the companies closest to the Trump White House is rare. Oracle is also at the center of the [[TikTok]] U.S. joint venture and the [[Stargate]] AI buildout.
## Why he matters
Sicilia is the named executive at the point where Oracle's politics meet a contract that is failing badly. Oracle's second-term position (Ellison's relationship with Trump, the TikTok deal, the Pentagon licensing agreement) makes it one of the best-connected contractors in Washington. The VA contract is the one place where Republicans and Democrats have jointly used compulsory process against it.
