# Mike Gallagher
**Mike Gallagher** (b. 1984) is the former Wisconsin congressman who built and chaired the [[House Select Committee on the Chinese Communist Party]], making him for two years the public face of the bipartisan China-hawk consensus on Capitol Hill. A former Marine Corps counterintelligence officer with a PhD in international relations, Gallagher represented Wisconsin's 8th district from 2017 and became founding chairman of the Select Committee when it was created in 2023.
Under his gavel the committee ran high-profile hearings and "war game" exercises on a [[Taiwan]] contingency, pressed for restrictions on [[TikTok]], and pushed export controls and outbound-investment screening — translating the rivalry the [[Chinese History Hub]] tracks into legislative pressure. He co-authored, with [[Matt Pottinger]], the Foreign Affairs essay "No Substitute for Victory," which argued America should seek to win the competition with China rather than manage it.
Gallagher resigned from Congress in April 2024, months before his term ended, and joined [[Palantir]] as head of its defense business — a move that placed one of the loudest China hawks inside a defense-technology contractor, a pipeline the vault tracks across its defense-tech files. He was succeeded as committee chairman by John Moolenaar.
