# Michael Rigas > [!note] Stub > This is a short entry that hasn't been fully written yet. **Michael J. Rigas** is Deputy Secretary of State for Management and Resources. From July 2025 until December 2025 he also served as acting Administrator of [[GSA]], taking over from Stephen Ehikian and handing the agency to the Senate-confirmed [[Edward Forst]] at the end of that year. He had previously held senior and acting roles across the federal personnel and management agencies in the first Trump administration. **Why it matters.** Rigas is a worked example of how much authority an acting official can exercise. The December 2025 final rule rewriting the federal advisory-committee regulations was signed under authority he had delegated while acting — and was then ratified by his confirmed successor in January 2026, the ratification relating back to the original date. The pattern of one official holding a confirmed post at one department and an acting post at another is itself part of the acting-appointments picture. ## See also - [[GSA]] — the agency he led in an acting capacity - [[Edward Forst]] — his Senate-confirmed successor - [[Federal Advisory Committee Structure Tree]] — the rule signed under his delegated authority - [[How an Acting Official Is Installed]] — how the acting route works - [[Federal Agencies Hub]]
