# Michael Atkinson **Michael Atkinson** was the **Inspector General of the Intelligence Community** from 2018 to 2020 — the Trump appointee who followed the whistleblower statute to the letter, told Congress the complaint was being withheld, and was fired for it. A career Justice Department national-security lawyer, Atkinson was nominated by Trump in November 2017, confirmed by the Senate by voice vote on **May 14, 2018**, and sworn in three days later. ## The determination An intelligence community officer filed a complaint on August 12, 2019 about Trump's July 25 call with [[Volodymyr Zelensky]]. Atkinson investigated and found it **credible** and a matter of **urgent concern** — the statutory finding that obliged the Director of National Intelligence to forward it to the House and Senate intelligence committees within seven days. Acting DNI [[Joseph Maguire]] did not forward it. On **September 9, 2019**, Atkinson notified both committees that a credible urgent-concern complaint existed and was being withheld contrary to statute. That notification is the hinge of the entire sequence: without it, [[Adam Schiff]] would not have known there was anything to subpoena on September 13, and the [[Trump First Impeachment]] would not have had a document to impeach over. ## The firing Trump fired Atkinson on **April 3, 2020**, notifying Congress of his loss of confidence in the inspector general. Atkinson responded publicly: > [!quote] Michael Atkinson, April 2020 > It is hard not to think that the president's loss of confidence in me derives from my having faithfully discharged my legal obligations as an independent and impartial Inspector General. The removal came six weeks after the Senate acquittal and was part of the same post-acquittal retaliation sweep that removed [[Alexander Vindman]] from the NSC and recalled [[Gordon Sondland]] from Brussels. House Intelligence opened an inquiry into the firing. ## Why he is in this vault Atkinson is the control case for [[Inspector General]] independence: the statute worked exactly as designed, the IG made the finding the law contemplated, and the consequence for making it was removal. The vault treats the pairing of Atkinson and [[Joseph Maguire]] as the whole argument in miniature — the safeguard functioned at the inspector-general layer and failed at the acting-officeholder layer above it, and the officeholder who made it function was the one who lost his job.
