# Matt Pottinger
**Matt Pottinger** (b. 1973) is the most consequential China hawk of the first [[Donald Trump]] administration and one of the principal intellectual architects of the strategic-competition framing that now organizes Washington's whole posture toward Beijing. A former U.S. Marine Corps intelligence officer who served in Iraq and Afghanistan, Pottinger began his career as a journalist — a Mandarin-speaking correspondent for Reuters and the Wall Street Journal in China from the late 1990s, where his reporting on official corruption and the SARS cover-up hardened his view of the [[Chinese Communist Party]].
He joined the National Security Council in 2017 as Senior Director for Asia, drove the 2017 National Security Strategy's designation of China as a great-power competitor, and rose to **Deputy National Security Advisor** in 2019. Inside the administration he was an early and aggressive COVID hawk, pushing travel restrictions and masking, and a champion of the lab-origin hypothesis the [[COVID Lab Leak Weaponization]] fight later inflamed. He resigned on the afternoon of January 6, 2021, in response to Trump's reaction to the [[January 6 Capitol Attack]].
Out of government he has become a leading voice for confronting rather than managing the rivalry. He edited *The Boiling Moat: Urgent Steps to Defend Taiwan* (Hoover Institution Press, 2024), and he is named throughout the [[Chinese Influence]] file and the [[Chinese History Hub]]'s great-power-rivalry arc.

## The hawk lineage
Pottinger is the executive-branch half of a pairing whose legislative half is [[Mike Gallagher]]. He testified to Gallagher's [[House Select Committee on the Chinese Communist Party]] in February 2023 on [[TikTok]] and data surveillance. In the May/June 2024 *Foreign Affairs* the two co-wrote "No Substitute for Victory: America's Competition With China Must Be Won, Not Managed," calling for rearmament, reduced economic dependence and defense spending at 4–5% of GDP. Critics such as the economist Stephen Roach read it as a rejection of diplomacy. The same school runs through the vault's [[Decoupling]], [[Tech Decoupling]] and [[Belt and Road Initiative]] pages.
## The second Trump term
Pottinger holds **no post in the second [[Donald Trump]] administration**. His 2026 *[[The Free Press]]* bylines still identify him by the FDD China Program and Garnaut Global. From outside, he critiques the administration's China dealings from the hawkish side, in pieces including "Memo to Trump: Beware the 'Reverse Teddy'" (January 2025); "Trump Just Handed China the Tools to Beat America in AI" (August 2025, with Liza Tobin), against loosening chip export controls; and "Is Trump Getting Played by Xi?" (October 2025).
