# Marcy Kaptur Marcy Kaptur is the Democratic U.S. Representative for Ohio's 9th congressional district, based in Toledo, and the longest-serving woman in the history of the U.S. House. She appears in this vault as a **target of outside spending** in the 2026 cycle. The [[Congressional Leadership Fund]] placed **$777,953.89** against her on a single Form 24 notice received **2026-10-16** (file **2028923**), on a cycle aggregate of **$4,412,068.96**. See [[CLF 35.1M House Map IE October 2026]]. Spending at that level against an incumbent of her tenure is a signal about the shape of the expected House map rather than about the district alone. ## See Also - [[CLF 35.1M House Map IE October 2026]] · [[Congressional Leadership Fund]] - [[2026 House Races Hub]]
