# John Rowland
**John Grosvenor Rowland** is a former Republican U.S. Representative from Connecticut (1985–1991) and **Governor of Connecticut** (1995–2004) — and the rare figure on this list with **two separate federal convictions**.
**As governor (2004).** Rowland accepted more than **$100,000** in undisclosed gifts and benefits from state contractors and subordinates, including free renovations to his vacation cottage and free vacations and flights, while state contracts flowed to the givers. He failed to report the benefits as income and lied publicly about paying for the work himself. He **resigned effective July 1, 2004** as a legislative committee drafted articles of impeachment, pleaded guilty that December, and was sentenced to **one year and one day**.
**As a consultant (2014).** He then secretly worked as a paid consultant on a congressional campaign while hiding the arrangement from the FEC, routing roughly **$35,000** through a nursing-home company under a **sham consulting contract**. A jury convicted him on **all 7 counts** in September 2014; he was sentenced to **30 months** and released in 2018.
[[Donald Trump]] pardoned him on **May 28, 2025**, in a single grant covering both matters, the same day as [[Michael Grimm]]. See [[Republican Officeholder Fraud]].
