# James Comer
**James R. Comer Jr.** (b. August 19, 1972) is the Republican U.S. Representative from Kentucky's 1st Congressional District, serving since 2016. He chairs the [[House Oversight Committee]] in the 119th Congress (2025–2027), having previously chaired it during the 118th Congress (2023–2025). A former Kentucky Agriculture Commissioner, Comer's chairmanship is the institutional embodiment of the contemporary right's approach to oversight: aggressive investigation of political opponents combined with deliberate non-investigation of allied executive-branch conduct.
His defining project as Oversight chair has been the multi-year investigation of the Biden family's business dealings — an inquiry that produced extensive hearings, dozens of subpoenas, and continuous media coverage, but no successful prosecutions, no impeachment articles that could pass the full House, and no legislative reforms. The investigation's purpose, critics argue, was the **process itself**: hearings as messaging platforms, subpoenas as political theater, and the appearance of accountability as substitute for its substance.
The corresponding gap is what the committee is *not* investigating in the 119th Congress. [[DOGE]] — an entity with no statutory authorization, accessing sensitive federal systems and conducting mass firings — operates squarely within the committee's jurisdiction over executive-branch ethics, federal workforce policy, and government procurement. The committee under Comer has not opened serious investigations into [[Elon Musk]]'s conflicts of interest, [[SpaceX]] and [[Palantir]] contract awards, the mass firing of agency inspectors general, or the constitutional questions raised by unilateral executive spending cuts.
## 2025–26
The 119th Congress's Oversight agenda has been the Biden autopen-and-cognition inquiry — whether aides concealed the former President's decline and used the autopen for pardons and orders without his direction — and, from mid-2025, the [[Jeffrey Epstein]] files, where Comer found himself running an investigation his own party's base demanded and its President did not want. The committee subpoenaed the Justice Department's Epstein material, deposed figures including Bill Clinton and Bill Gates, and in July 2026 Comer said it would hold public hearings; the [[Epstein Files Transparency Act]] fight in the House ran in parallel. It is the one investigation of his tenure aimed, at least formally, at his own side, and its trajectory — pursued, then narrowed, then rescheduled — is the measure of how far the committee can go. What it has still not examined is the [[DOGE]] question above.
Comer has said he will decide in the second or third week of November 2026 whether to run for **Governor of Kentucky in 2027**, and the state's Republican Secretary of State has already endorsed him; Governor [[Andy Beshear]] is term-limited. Ranking member [[Robert Garcia]] succeeded [[Jamie Raskin]] in 2025.
