# Howard Fuller
Civil rights activist, former Milwaukee Public Schools superintendent, and one of the most prominent Black advocates for [[School Choice]] and voucher programs. Fuller's support gave bipartisan credibility to the Milwaukee Parental Choice Program, the nation's first publicly funded voucher initiative, which was heavily backed by the [[Bradley Foundation]]. His career illustrates the complex alliance between civil rights-motivated education reformers and the conservative philanthropic network that funds the school choice movement.
