# Hakeem Jeffries
House Democratic Leader since January 3, 2023, and the **first Black American to lead a party caucus in either chamber of Congress**. He has represented Brooklyn's New York 8th district since 2013, after six years in the state Assembly, and chaired the House Democratic Caucus from 2019 to 2023. He took over from [[Nancy Pelosi]] in a planned generational handoff.
As Minority Leader he is the chief counterweight to Speaker [[Mike Johnson]]. In a House this closely divided, his work comes down to three things: withholding Democratic votes on funding, using discharge petitions to force floor votes around the Speaker, and keeping the caucus disciplined enough that Republicans have to carry their own bills.
## The record, 2025–26
- **The "magic minute."** On July 3, 2025, Jeffries held the floor for **8 hours and 44 minutes** against the [[Big Beautiful Bill]]. That broke Kevin McCarthy's 2021 record for the longest House floor speech, but it did not stop the bill.
- **Three funding lapses.** He led House Democrats through all three lapses of [[Federal Budget FY2026]]: the 43-day shutdown of October 1 to November 12, 2025, the longest ever, in which Democrats demanded an extension of the [[ACA Premium Tax Credits]]; the four-day lapse of January 31 to February 3, 2026; and the DHS-only shutdown that followed, deadlocked over immigration-enforcement reforms. See [[Government Shutdown]].
- **The discharge petition that worked.** The shutdown deal did not restore the subsidies, so Jeffries filed a [[Discharge Petition]] to force a vote. It reached 218 signatures in December 2025. On January 8, 2026 the House passed a three-year extension 230–196, with 17 Republicans voting against Johnson's position. The Senate did not take it up as passed.
## Why he matters for the KB
A small Democratic net gain in November would make Jeffries Speaker. That would move the gavel, the subpoena power and control of the floor calendar to the other side of the aisle for the last two years of the [[Second Trump Administration]]. The discharge petition is the clearest preview: when the majority is this thin, a minority leader who keeps his caucus together can take the floor away from the Speaker.
