# Fred Upton
Eighteen-term Republican U.S. Representative from southwest Michigan, centered on Kalamazoo and St. Joseph (1987–2023). Born April 23, 1953, he comes from the Whirlpool family. He was the institutional-conservative archetype of his era: he chaired the [[House Energy and Commerce Committee]] (2011–2017), co-sponsored the 21st Century Cures Act (2016), and voted against the Affordable Care Act and later to repeal it.
## Two presidents
Upton voted to impeach [[Bill Clinton]] in 1998 (see [[Clinton Impeachment]]) and [[Donald Trump]] on January 13, 2021 (see [[Trump Second Impeachment]]). That makes him the only member of Congress to have voted to impeach two presidents. In November 2021 he was one of 13 House Republicans to vote for the bipartisan infrastructure bill, which made him a second target for the party's base that year.
## Exit
Michigan's new 2022 map put him in the same district as fellow Republican [[Bill Huizenga]]. On **April 5, 2022**, Upton announced on the House floor that he would not seek a 19th term. In October 2024 he endorsed [[Kamala Harris]] for president.
## KB significance
Upton is the bridge between two impeachment eras. In 1998 an impeachment vote was a party-line act he cast with his party. In 2021 it was a cross-party act that ended his career. The same member, using the same constitutional tool, met a completely different party response, which is the shift [[Trump Impeachments Timeline]] traces.
