# Edmundo González Urrutia
Retired Venezuelan diplomat who, at 74, was registered as the opposition's substitute presidential candidate in 2024 after [[María Corina Machado]] was barred from office — and who, on the published tally sheets, won the [[2024 Venezuelan Presidential Election]] by **67.05% to 30.46%**.
He has lived in exile in **Spain since 7 September 2024**, and is not a participant in the transition talks that opened in August 2026.
## Arc
A career foreign-service officer — ambassador to Algeria and then to Argentina — who retired in 2002 and had no significant public political profile until 2024. When Machado's first substitute was also blocked from registering, the opposition coalition registered González, initially as a placeholder to hold the ballot line. Machado campaigned for him and the substitution held.
The electoral council declared [[Nicolás Maduro]] the winner without publishing precinct tallies. The opposition published more than 24,000 machine-printed *actas*; the Carter Center and outside analysts could verify those and not the government's figures. González was charged with conspiracy and document forgery, took refuge in the Spanish embassy in Caracas, and flew to Madrid, where he was granted asylum. Several governments, including the United States, recognised him as president-elect.
## Why he matters to this vault
González is the second Venezuelan in six years to be recognised abroad as the country's rightful president while exercising no authority inside it — after [[Juan Guaidó]] in 2019. The two cases differ in an important way and the difference is the point.
**Guaidó's claim rested on a constitutional theory.** He was recognised for an argument about vacancy. **González's claim rests on published receipts.** He was recognised for having demonstrably received the votes.
The stronger claim has produced the same result.
> [!important] ⭐ The finding: a better claim to legitimacy did not produce a better outcome
> Between 2019 and 2024 the Venezuelan opposition upgraded from a legal theory to documentary proof of an electoral majority — the largest possible improvement in the quality of a claim. **It changed nothing about the distribution of power**, and by September 2026, after a foreign military intervention removed the government that stole the election, González is in Madrid and the transition is being negotiated by the government's own vice president.
