# Doug Logan **Doug Logan** is the founder and CEO of [[Cyber Ninjas]], the Sarasota, Florida security consultancy that the Arizona Senate hired in 2021 to run its partisan review of Maricopa County's 2020 presidential vote ([[2021 Maricopa County Presidential Ballot Audit]]). He had no election-audit experience. His own count found [[Joe Biden]] had won the county by 360 more votes than the official canvass. He then spent the following year refusing to release the review's records. > [!info] Quick facts (registry checked 2026-10-07) > - **Companies:** CEO & Principal Consultant of Cyber Ninjas Inc. and manager of Akolytos LLC. **Both are still ACTIVE on Florida's corporate registry**, with annual reports filed through February 2026. That is despite Cyber Ninjas' January 2022 claim of insolvency and a planned bankruptcy that never appears in the record. > - **Arizona:** led the 2021 Maricopa County review; held in contempt over its records in 2022. > - **Michigan:** named in the 2022 tabulator-access petition; not charged (2023). > - **Georgia:** identified by the *Arizona Republic* as unindicted co-conspirator "Individual 25" in the Fulton County indictment (2023); not charged; case dismissed Nov 2025. ## Before Arizona Logan graduated from Guilford College in North Carolina in 2002, competed in the first US Cyber Challenge in 2010, and later taught in it. He worked for the software-security firm Cigital in Bloomington, Indiana before moving Cyber Ninjas to Sarasota in 2014. After the 2020 election he was active in the stolen-election effort well before Arizona hired him: - He filed an affidavit in a Michigan election lawsuit alleging vulnerabilities in a county's tallying system. State and county officials disputed his analysis. - In November 2020 he messaged Ron Watkins asking for "original source documents," tagging Watkins on his exchanges with [[Sidney Powell]] and [[Lin Wood]]. - Wood said Logan visited his South Carolina home to meet others "working on the investigation into election fraud." - He wrote "Election Fraud Facts & Details" for senators planning to object to the January 6 certification. It repeated debunked claims tying Dominion to Smartmatic, Venezuela and China, and was posted on Sidney Powell's website. He confirmed authorship to the Arizona Mirror and stood by it. CNN separately reported a paper matching that description. - He was the anonymous "Anon" in *The Deep Rig* (2021), the film built around [[Patrick Byrne]]'s stolen-election thesis. In it he claimed current and former CIA officials ran a "disinformation" campaign aimed at the 2020 election, without offering evidence. ## The Arizona review [[Karen Fann]] announced Cyber Ninjas as the lead contractor on March 31, 2021. Logan said he did not want to know how much the company was being paid, "because I don't want to be influenced." He rarely spoke to the press. In July 2021 he told Fann and [[Warren Petersen]] that 74,000 votes had been cast with no record of a ballot request. Those were in-person early votes. The final report called the claim "unintentionally misleading." On September 24, 2021 he presented the final report: Biden **+99**, Trump **−261**, a net 360 votes in Biden's favor, wrapped in a list of "concerns" that the county and later the state attorney general found almost entirely baseless. ## Records, debt and a second company - **Debt.** In November 2021 Logan told an interviewer he was about $2 million in debt. Records released in May 2022 put Cyber Ninjas' loss at more than $2.1 million. - **Contempt.** In January 2022 a judge held Cyber Ninjas in contempt for refusing to produce public records, at $50,000 a day. The company said it was shutting down. - **Akolytos.** Logan is the manager of [[Akolytos]] LLC, a Florida company incorporated on March 22, 2021, nine days before the Arizona contract was announced. At a January 2022 deposition he said Cyber Ninjas was moving materials to it. He said no records had been deleted and that he had no plans to release them. He also said the company lost $200,000 on the review, a far smaller figure than the accountant's loss of more than $2.1 million. - **Still registered.** As of October 2026 both Cyber Ninjas Inc. and Akolytos LLC are listed as active on Florida's corporate registry, with Logan as officer and annual reports filed through February 2026. The bankruptcy he described in January 2022 does not appear to have happened. - **Michigan.** A 2022 petition by Michigan Attorney General Dana Nessel's office named Logan and Ben Cotton of [[CyFIR]] among those alleged to have accessed and tested vote tabulators. In August 2023 the special prosecutor charged [[Matt DePerno]] and others, and declined to charge Logan, Cotton and another technical expert, saying they had been "deceived" by some of the defendants. ## Georgia: Coffee County Logan also turns up in the Georgia election-equipment breach. Security video from the Coffee County elections office shows him there on **January 18 and 19, 2021**, with computer consultant Jeff Lenberg, days after a team hired through Sidney Powell copied the county's Dominion system on January 7 (Atlanta Journal-Constitution, AP). In May 2021 the county's new elections supervisor found his business card near a computer and reported it to the state. The investigator later testified that no one followed up. When Fulton County returned the [[Trump Georgia RICO Case]] indictment in August 2023, it described an unindicted co-conspirator, **"Individual 25,"** who accessed data copied from the county's equipment on January 9, 11 and 13, 2021, and who was let into nonpublic areas of the office on January 18. Former elections director Misty Hampton's role in that visit was charged as an overt act. The *Arizona Republic* matched those dates, times and places to Logan's own sworn deposition in *Curling v. Raffensperger* and concluded that Individual 25 is Logan. In that deposition he confirmed accessing the data on those dates, said he did not touch any voting equipment, and said he believed he had permission. > [!note] Attribution > The "Individual 25" identification is the *Arizona Republic*'s, based on matching the indictment to his testimony. The indictment does not name him, and he was never charged in Georgia. His presence at the office is independently documented by the AJC and AP. The whole case was dismissed on November 26, 2025. ## Significance Logan is the clearest case of what the post-2020 review industry looked for in a contractor: someone already invested in the conclusion, with a security-sounding résumé and no track record that could be checked against election work. The Senate got a believer. When his count went the other way, the movement kept the believer and dropped the count. ## See also - [[Cyber Ninjas]] · [[Akolytos]] · [[2021 Maricopa County Presidential Ballot Audit]] - [[Patrick Byrne]] · [[Sidney Powell]] · [[Lin Wood]] · [[Stop the Steal]] · [[Trump Georgia RICO Case]]
