# Musk Government Subsidies Tracker An item-by-item ledger of the **subsidies** — tax breaks, grants, tax credits and free use of public property — that governments have given [[Elon Musk]]'s companies: [[Tesla]], the former [[SolarCity]], [[SpaceX]] (including [[Starlink]] and, since the February 2026 merger, [[xAI]]), [[The Boring Company]] and [[Neuralink]]. **This page does not count contracts.** When NASA pays SpaceX to launch a rocket, the government is buying a service. Those payments are on [[SpaceX Contracts]]. Loans, foreign-government support, Tesla's regulatory-credit sales and the consumer EV tax credit are also kept out of the totals; each has its own section below so you can see what was left out and why. > [!summary] The totals (U.S. subsidies only) > | | Amount | What it means | > |---|---|---| > | **Received so far** | **≈ $5.7 billion** | Money paid, tax actually forgone, or credits actually claimed, as documented by the government or the company. Five line items. | > | **Full value of approved deals** | **≈ $8.0 billion** | What the approved deals are worth over their full life (official estimate or ceiling). Includes the $5.7B already received. | > | **Pending deals** | **≈ $27.5 billion** | Almost all of it one estimate: 25 years of future tax breaks for Starbase Louisiana, not yet formally voted on. Nothing received. | > | **No dollar value published** | 6 line items | Real subsidies whose value no government has disclosed, so they can't be added in. Two more (T11 and X8) are only partly valued. | > > *Last checked: 2026-10-22.* ## How to read the ledger - **Received so far** is filled in only when a government report or company filing shows the money was actually paid, the tax actually forgone, or the credit actually claimed. A dash means the deal is real but nobody has published how much of it has been used yet. - **Full value** is the official estimate or ceiling for the life of the deal ("up to" means a ceiling). Long deals are often announced at their maximum, which is why received and full value can differ a lot. - Line items are numbered so the totals can be checked. ## Line items: Tesla | # | Government | What | Received so far | Full value | Status | Sources | |---|---|---|---|---|---|---| | T1 | Nevada | Gigafactory 1 package (2014): 20 years of sales-tax abatement, 10 years of property and payroll-tax abatement, $195M in transferable tax credits | **$723.4M** (through June 2025: $528.4M in abated taxes + $195M in credits) | up to $1.3B over 20 years | Active. Nevada's T1 is counted at its $1.3B ceiling in that column; its actual use so far is $723M. The Terafab school-tax figure (X8) covers only one of eight agreements, so the SpaceX total is a floor. ## Why other totals look so different **"$38 billion" (*[[Washington Post]]*, February 2025).** That figure is "government contracts, loans, subsidies and tax credits" combined, across all Musk companies, since 2003: | Part of the $38B | Amount | Counted on this page? | |---|---|---| | Federal purchase contracts, mostly SpaceX | $22.5B | No — contracts are payment for services | | Tesla regulatory-credit sales | $11.4B | No — paid by other carmakers, not by government | | Subsidies, tax breaks, grants and loans (from the Good Jobs First database) | ≈ $4.5B | Yes, item by item | | One classified defense contract | $1.8B | No — a contract | So only about $4.5 billion of the $38 billion was subsidy in the first place. **Why this page's $5.7B received is higher than the Post's $4.5B.** The two are snapshots built differently. The Post's figure was frozen in February 2025 and drew on a database that records deals at their announced value (Nevada at its $1.3B ceiling, for example) and appears to include the $465M federal loan that Tesla repaid. It largely predates Tesla's Inflation Reduction Act manufacturing credits, which this page takes from Tesla's own filings: $3.54B, nearly all of it claimed in 2024 and 2025. This page counts Nevada at what Nevada reports was actually used ($723M) and leaves loans out. **Why Louisiana's $27.5B dwarfs everything.** It is an *estimate of future* tax breaks over 20–25 years, for a deal that has not been formally voted on. None of it has been received. It sits in the Pending column for that reason and should not be compared with money already received. ## Not counted in the totals ### Loans A loan has to be paid back, so the subsidy is the cheaper interest, not the amount borrowed. None of these terms have been valued publicly. | Lender | Company | Amount | Status | Sources | |---|---|---|---|---| | [[Department of Energy]] vehicle-manufacturing loan (Jan 2010) | Tesla | $465M | **Repaid** with interest May 22, 2013, nine years early | [DOE Loan Programs Office](https://www.energy.gov/lpo/tesla) · [Autoblog](https://www.autoblog.com/2013/05/22/tesla-pays-back-465m-doe-loan-early/) | | Export-Import Bank of the United States | SpaceX | ≈ $106M | Before 2025 | [Good Jobs First](https://subsidytracker.goodjobsfirst.org/parent/space-exploration-technologies-spacex) · *Washington Post* (Feb 2025) | | Four Chinese state-controlled banks, at below-benchmark rates (Dec 2019; plus a repaid RMB 3.5B bridge loan in March 2019) | Tesla (Shanghai) | RMB 11.25B (≈ $1.6B) | Active | [pv magazine](https://pv-magazine-usa.com/2019/03/08/tesla-borrows-520m-from-china-for-shanghai-gigafactory/) · [Electrek](https://electrek.co/2019/12/26/tesla-secures-billion-financing-gigafactory-china/) | ### Foreign governments (non-loan) | Country | Support | Amount | Status | Sources | |---|---|---|---|---| | China | Reduced 15% corporate income-tax rate for the Shanghai plant (standard rate 25%) | not published | Expired after 2023 | [Bloomberg Tax](https://news.bloombergtax.com/daily-tax-report-international/tesla-shanghai-factory-granted-beneficial-tax-rate-through-2023) · [Yicai](https://yicaiglobal.com/news/tesla-sensetime-other-35-firms-are-first-to-enjoy-income-tax-cuts-in-shanghai-lingang-ftz) | | Mexico | Nuevo León payroll-tax relief and infrastructure for a planned factory (Dec 14, 2023) | MXN 2.63B (≈ $152M) | Approved, not known to be paid; factory on hold since July 2024 | [El Financiero](https://www.elfinanciero.com.mx/empresas/2023/12/14/gigafactory-de-tesla-en-nuevo-leon-cuanto-dinero-dara-samuel-garcia-a-musk-en-estimulos/) · [Mexico News Daily](https://mexiconewsdaily.com/?p=365582) | | Germany | EU-approved battery-cell aid for the Berlin factory | ≈ €1.14B | **Withdrawn** by Tesla Nov 26, 2021; Musk said "all subsidies should be eliminated" | [CNBC](https://www.cnbc.com/2021/11/26/tesla-decides-against-state-aid-for-german-battery-plant-as-musk-opposes-subsidies.html) · [electrive](https://www.electrive.com/2021/11/26/tesla-declines-german-grant-for-battery-plant) | ### Revoked, withdrawn or never paid - **$885.5M** Starlink rural broadband award from the [[FCC]]'s Rural Digital Opportunity Fund: won at auction in 2020, rejected in 2022, rejection upheld 3–2 on Dec 12, 2023 with [[Brendan Carr]] dissenting. Nevada's was never triggered because Tesla met its target; New York's $41.2M penalty was never imposed. ### The consumer EV tax credit The federal credit of up to $7,500 went to car **buyers**, not to Tesla. It phased down for Tesla buyers in 2019 after the company passed 200,000 sales, came back under the [[Inflation Reduction Act]] in 2023, and ended for vehicles acquired after Sept 30, 2025 under the [[One Big Beautiful Bill Act]] ([IRS](https://www.irs.gov/credits-deductions/credits-for-new-clean-vehicles-purchased-in-2023-or-after), [fueleconomy.gov](https://fueleconomy.gov/feg/tax2023.shtml)). No reliable figure exists for how much of it went to Tesla buyers. ### Regulatory credits (paid by other carmakers) Government rules on emissions and fuel economy let Tesla sell credits to carmakers that fall short. The rules create the market, but no government pays, so these are not in the totals. They matter because for years they were one of Tesla's largest sources of profit. | Period | Revenue | Notes | |---|---|---| | 2014–2024 | **$11.43B** | The $11.4B inside the *Washington Post*'s $38B | | 2024 (peak year) | $2.763B | | | 2025 | $1.993B | Down 28%.
