# Dan Scavino Daniel Joseph Scavino Jr. (b. January 14, 1976) is **White House Deputy Chief of Staff** and, since October 2025, **Director of the White House Presidential Personnel Office** — the office that controls hiring and appointments across the executive branch. He is the longest continuously serving aide in [[Donald Trump]]'s political orbit, having worked for him in some capacity since 2004 and in every campaign and administration since 2015. Scavino matters to the KB for a reason that has changed shape over time. For a decade he was the man behind the account — the operator who wrote, timed, and posted in Trump's voice, making him one of the most consequential unelected figures in American political communication. Since October 2025 he has held something considerably heavier: **the personnel machinery of the federal government**, at a moment when that machinery is the primary instrument for converting the civil service into a loyalty-screened workforce (see [[Schedule F]]). ## From Caddie to Confidant In 1990, a 16-year-old Scavino was assigned to caddie for Trump's group at Briar Hall Country Club in Westchester County, New York. He later attended Plattsburgh State University and worked briefly at Coca-Cola and the pharmaceutical firm Galderma. When Trump bought Briar Hall in 2003 and rebranded it Trump National Golf Club Westchester, Scavino joined as assistant clubhouse manager; he became general manager in 2006 and executive vice president in 2007, reporting directly to Trump. The trajectory — caddie to club manager to executive to White House — is the purest available example of the Trump organization's advancement logic. Scavino has no credential in government, communications, or personnel administration. What he has is twenty-five years of uninterrupted personal service, and in this system that has proven more durable than any credential. ## The Account In February 2016 Trump made Scavino director of social media for the presidential campaign, and in December 2016 named him the first-ever **White House Director of Social Media**. In practice he was the co-author of the presidency's dominant medium: composing posts, transcribing dictation, choosing images and video, and managing the accounts through the 2021 platform bans and the migration to [[Truth Social]]. This is the function that makes him a [[Propaganda]] figure rather than a staffer. The presidential social media account under Scavino was not a communications channel appended to a governing operation — it frequently *was* the governing operation, the place where personnel were fired, policy was announced, and adversaries were designated. He was promoted to Deputy Chief of Staff for Communications in 2020. ## January 6 and the Contempt Referral On September 23, 2021, the House select committee investigating the [[January 6 Capitol Attack]] subpoenaed Scavino for documents and testimony. He initially fought the subpoena anonymously before being identified, then declined to comply. The committee said it had reason to believe Scavino "may have had advance warning of the possibility of violence on Jan. 6," citing activity on pro-Trump forums he was positioned to see. On March 28, 2022, the committee voted unanimously to recommend that Scavino and [[Peter Navarro]] be held in contempt of Congress, and the full House concurred. The Justice Department **charged Navarro and declined to charge Scavino** — a split that has never been fully explained publicly and that sits inside the broader [[Elite Impunity]] pattern the KB tracks: identical conduct, divergent exposure, no stated principle distinguishing them. ## Deputy Chief of Staff and the Personnel Office Scavino returned in January 2025 as one of six deputy chiefs of staff under [[Susie Wiles]]. On October 12, 2025, Trump announced he would additionally lead the **Presidential Personnel Office**, taking over from [[Sergio Gor]], who had been confirmed as ambassador to India; Scavino assumed the post on October 13 while keeping the deputy chief of staff title. The dual-hatting is the substantive fact. PPO controls the selection and appointment of essentially every political position in the federal government — thousands of roles across every department and agency. Handing it to the president's longest-serving personal loyalist, on top of a West Wing deputy chief of staff portfolio, concentrates two normally separate functions: proximity to the president and control over who else gets any. Combined with [[Schedule F]]'s reclassification of career positions, it is the appointment that most directly determines what the executive branch will be staffed with. ## The Ankara Container On July 8, 2026, Scavino was one of three aides who rode with Trump inside an airport catering container at Ankara to reach a secret aircraft during a reported Iranian assassination threat — alongside [[Natalie Harp]] and [[Walt Nauta]]. [[Marco Rubio]] and [[Scott Bessent]] remained on the decoy Air Force One. The manifest is a compact map of who is actually close to this president, and Scavino's presence in it after twenty-five years is not a surprise so much as a confirmation. See [[Air Force One Decoy Operation]]. ## KB Significance Scavino is the KB's clearest case of **loyalty converting into structural power**. The social media role made him influential without authority; the Presidential Personnel Office gives him authority over the composition of the government itself. He also functions as a control case for [[Elite Impunity]]: referred for contempt on the same facts as Navarro, prosecuted differently, with no public accounting of why. Read alongside [[Natalie Harp]] and [[Walt Nauta]], he completes a picture of an inner circle selected entirely for devotion — and, in his case, of what happens when a member of that circle is handed the hiring authority for the executive branch. ## See Also - [[Donald Trump]] - [[Natalie Harp]] - [[Walt Nauta]] - [[Sergio Gor]] — predecessor at the Presidential Personnel Office - [[Susie Wiles]] - [[Peter Navarro]] — charged where Scavino was not - [[Schedule F]] - [[Air Force One Decoy Operation]] - [[January 6 Capitol Attack]] - [[Elite Impunity]] - [[Truth Social]] - [[Second Trump Administration]]
