# Dan Gertler
The Israeli businessman who for two decades was the intermediary of record between international mining capital and the Congolese state — first under Joseph Kabila, and centrally in [[Glencore]]'s acquisition of its Congolese copper-cobalt assets.
The transaction that best illustrates the pattern: in acquiring the Kamoto Copper Company, Glencore negotiated a reduction in the signing bonus owed to [[Gécamines]] from **$585 million to $140 million** — $445 million forgone by the Congolese state in a single deal, more than twice the value of the $180 million settlement Glencore later paid the DRC in December 2022 over conduct between 2007 and 2018.
Gertler was designated under the Global Magnitsky Act by the US Treasury in December 2017.
