# Corneille Nangaa
The man who certified Félix Tshisekedi's 2018 election victory as head of the Congolese electoral commission, and who in December 2023 announced an armed alliance to remove him.
Nangaa ran **CENI**, the Commission Électorale Nationale Indépendante, from 2015 to 2021 — through the contested 2018 election whose official result made [[Félix Tshisekedi]] president. He was sanctioned by the United States and the European Union in 2019 over election-related corruption.
In December 2023 he launched the **Alliance Fleuve Congo (AFC)** as the political umbrella for [[M23]] and allied groups, calling openly for regime change in Kinshasa. The AFC is the vehicle through which M23 presents itself as a national political project rather than a Rwanda-backed insurgency, and it is the entity that negotiates in the Doha and Swiss tracks.
On **14 July 2026** the UN Security Council's 1533 Committee added Nangaa to its sanctions list (CDi.045), designating the AFC itself as an entity (CDe.010) at the same time.
